Availability of EEMPC

I was planning to load my panther with some spitfyres but I cannot find any EEMPC's in my universe. The unknown stations in Aldrin used to stock them fairly quickly early on in my game but not anymore. Weapon factories in Aldrin only carries the Prototype SSC and M/A Launchers. Does GoD has tendency to remove these from the game as well? I don't believe there's EEMPC forge I can build. Is capping some springblossom only option now?
