Hi,

in the Split espionage and sabotage mission i have to build a satellite, how do i do this?

Also what do satellites do?

You begin by buying an advanced satellite (actually 3) someplace that sells them. You get to the area they tell you, then access your freight bay, select the item, select eject 1, then eject it. Done.

Since you will use it afterwards, let me add this. Best altitude is between 21.5 and 23.5km. Assuming that you have the Triplex scanner, deploy when your visible circle just includes a gate. Then you get to see who is around that gate, in addition to all the sector information.
