Is there anywhere but the Paranid I can get this thing from? I really don't wanna be friends with them.

Is there a list somewhere of where to get unique equipment? I am always forgetting where I got stuff, and I just started a new game, so its not in the encyclopedia.

You can very rarely pirate them from traders. Or pretend to be on their side 'till they sell you a forge and then turn on them.

In my game, I was lucky to buy two tractor beams from the factory when I first came through the sector. The whole sector got wiped out shortly after that, and I heard that that's not too rare.

You might get lucky and encounter a TL with a Tractor Beam fac on board. But you will need to board said vessel and hope that the station is still in the cargo hold once the ship belongs to you.
