"Active" Satellites

What makes a satellite active? I notice on a few people's statistics pages a number for 'Active' Satellites, which I don't seem to have any of, despite having 300ish Advanced NavSats deployed around the universe in my main game. So, what's the difference?

The Active Satellites from the statistics only show the regular Navigation Satellites, not the Advanced Satellites (don't ask me why :roll: )

Regular satellites have to work harder than advanced satellites to pull their weight.
Therefore they are more active.
