I've heard people talking about how they don't work, but whats wrong with them?

They used to not inflict any damage when fragmented. The FBL is after been shot a normal bulett, like the HEPT, and does damage as it should, but at the end of the bulett's "life span" it bursts and should inflict damage in a wider range to all ships withing this range. This didn't work before 2.6, but should be fixed with the latest patch (iirc). Clusterflaks have had the same problem.

The bullet fragments can each do damage, but the design is still flawed: they only burst at maximum range, which is usually not where your target is. If they burst on a proximity fuse, that would be useful!

aaaaand off to L3 to pitch that idea, if it's not been pitched already. :P
