I wanted to ask a question about performance in the tech suport forum but it says only special users can post there.

So how does one ask a question and post DXDiag info there?

Check the stickies in that forum. There's instructions as to how to register your game (all you need to do, to become a "special user" :) ) and how to post your DXDiag, etc.
