[TC] Khaak plot not starting

I visited the FAQ which says:-

# Kha'ak plot (Operation Final Fury)

* Omicron Lyrae

* Fight 333 (~Veteran 42%), or Argon Patriot start

* Argon notoriety 10 (Federation Member 0%)

* Split notoriety -10 (Creature 0%)

I'm in OL.
Fighter Chief.
Argon Federation Marshal [L]. I assume the L stands for Argon Police License which I bought.
Split Family Outcast.
Finished Terran Missions, but sold my Claymore for an Argon Ship.

According to the games manual I'm more than qualified. What do I have to do to get it to start?

Where can I find him?

There is no book Icon anywhere that used to indicate Terran Plot Missions.

It is a minus - but it's still a minimum.
