Poisoned Paranid start and the Hyperion Vanguard

I did the Poisoned Paranid start and got a Hyperion Vanguard with 243.5 m/s Current Max Speed.

Is there any way to get a faster Hyperion Vanguard from this particular plot start?

Are there faster and/or better Hyperions to be captured in the game?

Vanilla game so no mods / scripts / cheats are of interest.

250 m/s is the fastest i have heard of.
