The sector is restricted because it is a military sector. Do the Final Fury plot to unlock the sector. I don't think there are any other restricted sectors as such. (If you don't count the Terran sectors.)

M148 is a restricted sector which eases it a bit when you do enough of the Terran Plot and then it becomes totally open after you have started the Final Fury plot. The other restricted areas are the Terran sectors towards Earth that are gradually released as you do the Terran plot, the Kha'ak sectors (undiscovered until you do Final Fury), and the Aldrin and TUS sectors (released as you do Aldrin plots 1 and 2). There are specially accessed sectors that you can only access in a novel manner after the Goner plot and a new sector choice that you can only make after the New Home plot.
There are restrictions on access to race core sectors unless you are friendly enough with them, and various race military sectors that say they are restricted in the description but aren't really.

In short, restricted areas are plot-related or rep-related.
A dog has a master; a cat has domestic staff.
