Where can I buy an Electro Magnetic Cannon Forge?

Pretty self explanitory question. Looked around in all the Terran Shipyards, and all you can buy is ships. Can you not buy Terran Factories or am I just blind?

Only after you complete the Aldrin Plot. Then Terran Player fabs will be made available.
