I have been searching for a Tractor Beam to tow a ship in one of the plots but no one seems to be selling the guns or the factorys. can anyone help with this please ?

Don't know what game you play, so assuming you play X3TC. The one plot I remember that involves towing can be solved alternativly as well, by boarding said ship.

You could also buy a Tractorbeam factory (avaible in Third Redemption, Paranid space). As you don't have it in your encyclopedia, I assume you haven't discovered it yet. To avoid spoiling too much, find the South gate in Hatikvah's Fate, then follow till you enter Third Redemption.
