wing missile resupply issue

so I'm having this problem where for some reason, all the fighters I have in a wing will not resupply missiles from my hq when I tell them to dock.

to clarify:
1. HQ had more than enough missiles
2. 60 nova raiders in wing trying to load silkworms
3. used "copy to all fighters in wing" command and checked to make sure that it did copy.
4. tried making one fighter from the wing leave, then dock individually, worked, then, but when I told him to eject the missiles and rejoin the wing, then told entire wing to dock again, still didn't work.

any help would be much appreciated.

I sometimes have that problem with refueling after long sessions. Quitting the game then restarting fixes it.
