X3:AP View Stock Exchanges - some are not visible?

What determines if I can see what stock exchanges?

I can access some all the time ,and sometimes I can't see X exchange until I jump into it's system.

What decides this? Can I make it so I can see all of them at once?

At a guess, having one or more ships, stations or satellites of yours in sector with them should do the trick.
