General Grievous keeps attacking my factories in Seizewell. Is there a way I can stop him?

If it's actually General Greivous, then your game is modified and you should ask in the S&M section. If it's an analogy for one of the races in the game, you should focus on improving your reputation with them

It may also be a play on words because some AI capital ship seems to have it out for his assets.

Or there's a Xenon Q making it's presence felt, since the reference in question is to a robotic (Mostly) character.

In any case, the answer to the question is the expedient and judicious application of a Bomber. Equip with Fight Mk1, and Mk2, and apply Tomahawk Heavy Missiles until the problem no longer exists. If the first application fails, repeat as needed.
