[X3TC] fighters attack civilians when ordered to "attack all enemies"

I have a Panther stocked with 20 fighters, and I've been experimenting with how to employ those fighters most effectively. During a recent patrol mission in Queen's Retribution, I launched six Solanos and four Novas into the fight and broadcast to them an "attack all enemies" order. To my horror, after I broadcast the "attack all enemies" order, a group of my fighters began pursuing a civilian ship instead of the xenon. This of course turned the Boron police hostile, and after my fighters went after these guys, all the Boron in the sector soon became hostile.

This happened every time after I reloaded. What's causing my ships to go after civilians instead of the Xenon?

Incorrect IFF settings on one or more ships.
Do you miss dangerous pirates?
Try leading the target a little more...

Thanks. Some ships indeed had incorrect IFF settings.
