Is there a script to spawn a goner aran as an owned property?

Is there any script to spawn an owned goner aran?

Not really sure about this, but you should try out "Cyrcow's Cheat Package" (found somewhere here on this forum). IIRC, it allows you to spawn any ship/station/object in the game and specifiy its owner.

The cheats allow you to choose a ship to spawn owned by the player, yes.
