You cannot buy the repair laser anywhere. It's only built into your spacesuit.

If you are hoping to rapidly repair a craft, you could always eject a Singularity Engine Time Accelerator from your ship, and pick it up using your space suit.

This will allow you to SETA while you repair (hold down both Ctrl + J). Just be careful about running out of oxygen.

Normally, the RL is only found in you suit as was already mentioned.
However, the repair laser is obtainable in TC by using an exploit. If you are playing TC and are interested in this, PM me. Or follow the third link in my signature (it leads to an english thread) and work your way through that interesting thread which will offer you far more possibilities than just getting the RL.

We are of course assuming you mean AP or TC, as earlier games did not have the repair laser.
