Why won't my Boron Dolphins accept universe trader command?

Hi guys,

I have recently bought a few Boron Dolphin Haulers, decked them out with all upgrades, including Trade Software Mk3 and set them as System Traders. They have reached pilot lvl 10+ but for some reason they will not accept the start Universe Trader command.

I am running X3 Reunion 2.5 with no mods. Can anyone tell me whats wrong?
