Are the Boron/ Split & Argon/Paranid really at war?
I don't think I've ever really seen them fight each other...at least nothing like the Argon/Terran in AP.

They're not at war, so there aren't any distinct war sectors as with the Argons and Terrans in X3AP. However, they don't really like each other. So you will see skirmishes from time to time. Also, it's okay to kill Boron in Split Territory (and vice versa) as well as Paranid in Argon territory (and vice versa) without loosing standing with the owner race of the sector.

The AI is programmed to randomly create fleets of military ships, typically M7 + escorts, to patrol home sectors, and they periodically (randomly) pick a new route to patrol, and there's a chance that route will take them into adjacent territory.
So you will see a Paranid military task force enter CBSW and engage Argon military forces, maybe even getting as far as Argon Prime, or Boron M7's go west from Queen's Harbor and engage the Split, etc.
Trade ships are ignored, but anything with the designation "Military" is attacked by the opposite team's military patrols / home defenses, if they enter.
If you enable the script editor with the cheat code Thereshallbewings, you can enable Show Additional Info and then when you look at various ships you can see their default standings to other NPC factions, and you'll see the Enemy (-1) designations. The militaries are red towards each other for the pairs mentioned above, and then it's a matter of randomized patrols venturing into territory where the defenders will respond.
Pirates are handled the same way, they're red and they venture into defended space. Xenon too, except Xenon migrations can also be triggered by the player wiping one of their sectors, in addition to the randomized "let's go on a trip."
