How to create a Pirate base?

We know we can easily destory a pirate base, but how can we build one?

I tried to use

<RetVar> = create station: type=Pirate Base owner=Pirate addto=<Var/Sector>
x=<Var/Number> y=<Var/Number> z=<Var/Number>
it returns a not-null value but I cannot see the station on the map and station list.
