Main facilities: it can dock several capital ships as well as the usual freighters and fighters; you can break down ships into building materials; you can use it to reverse-engineer ships to obtain a blueprint for them; you can then use those blueprints to build new versions of that ship in the PHQ, given the appropriate materials. (Don't reverse engineer a ship that's got anything aboard, though--the blueprint you get is always for the basic version of that ship with no expansions or equipment, and the ship itself is destroyed as part of the process).

X3R FAQ (although it's fairly similar anyway).
Ok I read the FAQ and still have questions. It says I can do the following:
•The HQ is the "home base" for your empire, use it to control all of your assets.
•The HQ is a very powerful station, it can protect you at times of need.
•The HQ can serve as a shipyard - you can build, repair, and recycle ships.
•The HQ allows you to reverse-engineer ships, so that you can build ships that aren't sold in shipyards (like the Goner Ranger and the Xenon LX).
•The HQ can also make your fleet unique by changing the colour scheme of your ships.
•The HQ can repair itself, once it is damaged.
•The HQ is able to store masses of all wares - even station construction kits.
Feature one says it can "control all of your assets" but there is no explanation of any kind as to how to actually do that. It seems to me you can already control all of your assets by hitting enter and the 'r' key.
Feature three says you can reverse engineer ships, but once again, there are no directions of any kind as to how to do that. I assume you fly a ship to your PHQ that your want to reverse engineer, but what do you do then via the X3R to get your blueprints? Thanks.

ok. It provides a safe haven where you can dock and then do your normal micro-management. (Providing you placed it in a safe place).
To reverse engineer,send your subject ship, and when docked, bring up the trade screen where it will tell you what ships are docked and what you can do with them.
Under Reverse Engineer, select the ship.
First make sure you have removed all upgrades etc., as the ship and contents are destroyed in the process.
EDIT...at least that is how it works in TC/AP.
But it was a long time ago when I did it in Reunion.
