I am considering buying X: Rebirth but it depends on how hardware demanding it is. What level of details can I expect on this setup:
i7-950, 8GB DDR3 @1600Mhz, SATA 3 7200 RPM hard drive, GTX 670 OC?
The framerate should be above 40-45 at all times. Thanks for the help in advance.

You obviously exceed the recommended specs slightly, so the performance is supposed to be "decent". What that means in detail depends on your display setup while also the available graphics settings are not known yet.
Thus asking for "what settings do I need for this fps" seems unanswerable, especially since the game isn't yet released.

AFAIK the GTX 670 has 30% to 100% more fill rate than GTX 500 series cards (depending to which one you compare yours), which are recommended for this game. The CPU is clocked 500 MHz higher than the recommended specs.
As far as I know it should run well on best settings, but as stated by Mauzi, it's impossible to say definitely.
Also: Be aware that there is the unknown component of the simulated universe. As with previous X games you can build your own empire and if you take that to the extremes (talking about playtime as well as owned stuff) it might affect performance even on the best systems - though that as well still is speculation.
