Now, regarding reinforced metal plating, what you must do is build a factory that produces it, like I did. Now I produce so much of it that I can give it away (not really, it's too profitable for that). I built the factory in Wavy Haze and it's making me rich (I get 7 million credits every time that station trades with the ai).
Yep, sure, you need RMP in order to build anything, I know, but with only 1000 units of it you can get your factory started, you just need to know which modules to build first.
I remember a time when I was desperate to find RMP like most of you guys. I remember visiting Forged Welded Mail like Goliathmk2 suggested, but I also visited other sectors. The trick I learned (pretty obvious, if you ask me) was to follow the ships that bought RMP to their original factories, like some kind of detective, if you will. This was harder than it seems since finding out where those ai ships were coming from required exploring neighboring sectors in order to establish their trade routes. You need to remember the name of the captain or the exact number of wares that ship is carrying and then try to find the ship after it jumps/boosts away. It's a load/save trial and error kind of thing.
This way I knew who was buying the stuff. So instead of patrolling RMP producing zones, I started patrolling RMP buying zones. Guess what?
I found freighters carrying RMP this way that I wouldn't have found any other way.

It adds just the factory you need (Third Duke, that's in Ascendancy, Albion. The factory belongs to Ledda Industial, I think.).
If you ask me, this isn't a cheat, this mod just solves a design problem of the game. Anyway, even if you use the mod, you need to be smart about it. You need the money to buy RMP (which is expensive) and you also need to keep in mind that the reserves of that factory will run out, eventually. So build yourselves a nice RMP factory with the little RMP you can get and problem solved.
