Do Marine Training Barracks need resources to make marines?

Do Marine Training Barracks need resources to make marines?

If I supply the primary and secondary resources to MTBs and Rehab Facilities will they make more marines? Will they make them more quickly? Will they make them even if they have no resources?

Well, supplying secondary resources to anything makes no difference in its production, so I'd say you can skip those at the very least...and I don't have a game available at the moment but I don't recall training barracks as having any primary resources.

I suspect that you can speed them up by killing marines, but I'm not absolutely sure of that.

They won't make more but they will make a full set of Marines. IIRC a Marines Training Barrack stocks up to 80 Marines.
