r9 290 x3:AP problem

I have an r9 290 and have tried several drivers (14.4, 14.6, 14.7)
Yet in x3:ap the core clock never seems to exceed 600 MHZ or go above a gpu load of 10 percent or so (see screen of techpowerup-Z)

Yet in x3TC it works fine, any idea what the problem might be? similar cases? solutions?

edit:
my cpu is an fx-8350 so the gpu isn't really limited by the cpu

I don't know that this is entirely relevant, but a significant difference is that X3AP is coding limited to 60 fps, while X3TC is not. This was to avoid fps runaway by powerful gpus causing damage on low-complexity screens such as menus etc.

Well the thing is it hovers areound 20 fps, which isn't pleasant at all, so it's very choppy.
In X3TC it's a comfortable fps all the time, yet x3ap it hovers around 20.
I'm completely reinstalling x3ap now, see if it makes any difference. The problem seems to be the r9 290 simply not boosting it's core to 1ghz

edit: reinstall of ap didn't fix it, i'm going to try a couple of older drivers now

In a small experiment i just maxed out everything, aa x8, texture filters on x16, very high view distance etc... on a 1440p screen.
I'm getting the same framerates weirdly enough.
Also i'm having even more framerate issues in menus, but i looked at that and it seems it's common.

Messing with VSync settings in the gpu control panel (NVidia and AMD) can apparently overcome both the fps cap and reduce lag in-game. At your own risk mind!

Well forcing vsync off did increase it a little bit. But the lag in the menus is just too anoying as well. Gonna play x3TC + xrm for now :)
