are they the same?

i'm building a complex of all the illegal goods that can be manufactured and i'm wondering if the sidearms produced by the various races low yield sidearms fabs are considered illegal

According to the Encyclopedia, Pirate Sidearms are illegal with the primary Commonwealth races.
