X3TC: How much is it to train a marine from zero to 3 stars in one skill ? Do all the skills (excl fighting) cost the same to train?
Is it possible to fry off the gun turrets on an enemy ship and leave them permanently disabled ? (for M6 and bigger ships)

Ion guns have a decent chance of destroying ships' systems, including guns and shields, so yes, you can leave them permanently disabled.
Training appears to be priced according to the current level of the skill, regardless of what's trained. I have no idea what the total training cost would be, because every marine starts at a different point.

fireanddream makes a good point. The last shield will never go away. Since the rate of shield regeneration points is fixed for each type of ship, regardless of maximum shield strength, a single small shield will regenerate to a higher percentage in a shorter time span.
If you're attempting to board a ship with a single small shield, seeing the shield percentage jump by over 10% in just a couple of seconds could make boarding difficult. Of course, if the original shields are all large, it's not an issue, but if it's got a 1Gj, 1Gj, and 25Mj, guess which one will inevitably be left after you fry the others?

There's also a small random element to training costs so that no two marines will ever cost the same to train to the same levels. This, I believe, is to simulate variety in the inherent capabilities of each individual marine. In other words, they aren't 'clones'.
