PvP - 'player versus player' means that both parties consent to engage in combat.
PK - means that any player can elect to kill another

Should be allowed with restrictions.
I.E. if i try to take someone down in a Capital sector, the local police should interveen. In remote sectors however, the locals should care less, in pirate sectors no one cares.

mabey a challenge system?

ie:

player A challenges player B...

if player B declines then no combat!

but special cases will be putting bonties on players and then their free to kill only once untill a new bountie is avalable...

also i think salvage insurance should work like if you die you go to were you last used one...

but yer money and crap are the same as when you died - the cost of yer ship and equipment...

How about having PvP & non-PvP servers/universes/etc, so that if people really don't want to be bothered by PKers, they don't have to.

I like the idea about having the locals response vary depending on what type of sector you're in. You could even extend the idea to the Split allowing duels with the proper paperwork/licenses/etc.
