Initially, that is correct. If you are lucky you will force some Terran ships to bail and pick up some weapons that way. Collect the missiles after a battle and you'll have a nice stockpile of them and then you'll Terran ship can spam missiles.

You could always build your Terran rep to the point that you can buy the weapons.

Or just make repairs with your repair laser and sell the ship for profit.
