Unlocked Tech Is Available in next game start

Playing through a series of missions to get a new weapon, ship, unlock research etc. Is fine the first time through. Would it not be possible to have a game start with say all of the previously unlocked tech available.

So that I might build the player HQ as soon as I can afford to buy it.
Stuff like the maxed out teleportation is also available to buy.
It was a woman who drove me to drink... you know I never went back and thanked her.
