Headquarters Station Plot Issues

Not sure if this is a bug, or working as intended. Wanted to get some feedback before I submit a bug request.

I began a budgeted custom start with the player HQ. I've started trying to expand it and when I start laying out the build, the station plot is smaller than it used to be and it will not let me expand the plot.

Am I missing something and having a case of teh stoopids or has anyone else seen this behavior??
