Operation Hyena Issue

The mission states to build a factory in Argon Prime, yet the waypoint is directly over the highway and won't let me place the lot.

So no matter what you do you cannot place the plot above the highway?

You can move plots on the Y axis by tilting the map so that the XZ plane is roughly perpendicular to the map camera. Have you tried placing the plot away from the highway, moving it well above the highway, moving it over the objective area and then lowering it on top of the highway?

Anywhere inside that circle, the plot turns red.

I tried different z levels with no luck. Seems the entire plot box must lie within the circle. I tried to get a corner in the circle and it was still red.
