Unable to Trigger Terraforming Mission

Wiped out all the Xenon in every sector and am at peace with all major factions.
Achieved High-mass Teleportation II.

But the mission board is blank, and the Boron in my science lab offers only to teleport my station to another sector.
Only messages I have regarding terraforming are the two from Project Genesis thanking me for my assistance.

What am I missing to trigger terraforming?

All terraforming missions should be offered to you in the available mission tab under the appropriate category for selection. If not then you might have run into a bug in which case the not modified save file should be provided so the developers can investigate what went wrong. If your save file is modified and you used mods then chances are one of the mods broke it.
