@Scoop just so you know I am now a proud owner of an AMD Ryzen 7 5800X3d. Ask AMD for a cut!!

Performance increase is awesome in map and in space, the only thing it could bend this processor to its knees was my PHQ which is a monster IS. But I can tell gains of up to 20-40fps depending on what I do.. which seems really unbelievable.

Core Performance Boost make the processor reach 85+ºC even with my liquid cooling so I am still testing, this one seems to heat quicker than the 3900X.

with my 5800x non 3d I learned that 85*C is nothing and you are fine
Fixed ships getting spawned away from ship configuration menu at resupply ships from automatically getting deployables.

Not that I'm aware of, thought in theory it'd be the perfect candidate as it uses less power than a regular 7800X. I expect the heat might be an issue though. I fixed a 7800X system lately, which had a 240 AIO, and that thing ran HOT - regularly hitting the max 95c under load. I got that down a bit with some air-flow tweaks, but they naturally run hot. The 3D cache adds a layer of "insulation" of course, making something run potentially even hotter, but lower core clocks are expected for laptop parts, so I don't think that'd be an issue.

What I just did and seem to work mostly is set Advanced Settings for Precission Overdrive in my gigabyte motherboard (x570UD) and there is an option to configure at which temperature you will engage throttling down to try to avoid too much heat. I set it up to 80ºC and seems to work perfect with no noticeable decrease in performance and gives me peace of mind too.

My hardware is in signature and I am also suffering from the same problems as you.
I solve with ships placed in Leap of Fate, Path to Profit, Mourning Star 3, Heart of Acrimony I - The Boneyard (sectors with little activity and little graphics to calculate) and teleporting to them.
Ships are at least 100km away from the center of the sectors so they have no compute elements in the sector. I also disable orders for own and allied ships, civilian ships, scrapping zones.
Another factor that causes constant blocks I believe is due to ships with repeated orders, in fact I only use 4 of them in total.

Unfortunately, the game is bound to be an eternal CPU bottleneck.
It seems that no amount of cores, Ghz or threads can easily support the X4 simulation on nowadays engine.
