Boron Diplomatic Outpost Blueprints

When i go to buy the blueprints from the Boron Representative i can buy all except the Boron Disc Defense Platform .
it tells me i need to receive the excepted friend ceremony promotion before i can have the blueprint but i am pretty certain i have already received that ceremony earlier.
if i look in my messages i had received that in 1 day and 8 hours of game play ago.
its as if it never took place when it did.
is this a glitch.

Is it possible that you lost rep with Boron and lost the necessary standing for a while? You *might* have to go through the ceremony again when your rep recovered. Check your mission manager for missions to the Boron faction representative. If it isn't that then it sounds like a bug. Verify your game install and, if using 3rd party mods, it is possible that a mod has somehow affected faction rep/status.
