[4.0HF3+CoH][No Mods] Repair Drones Do Not Work on Captured Ships

Hello!

I believe there is a bug in ship repair algorithm. Namely, repair drones do seem to be working in case a ship was captured (at least: did not see how it goes for player-built and player-bought ships).

A Behemoth Sentinel (BSR-319) was recently expropriated from SCA. It has three Repair Drones. All three are listed as "Active", yet they seem to not do anything. Before the ship's capture a so-so SCA captain (3 stars, AFAICR) was able to restore 12% of structure to the ship's engine per quantum of calculations (around ten seconds) and was repairing the hull quite fast (1% every 20 seconds or so) even without Service crew (they've fled).

Now, after the ship has changed hands, a 4 1/3 star captain with a decent "Service crew" only repairs 24 MJ per quantum! With "Typical Player Quality" captain (2 stars at best) it takes days to repair a ship to 60% hull (a cap for untrained captain).
