Can not create new plot in the station design simulator

Hi i am running the latest install of X4 with Tides installed, steam app id 392160 build id 8634178 and when using the station design simulator start i can not add a new plot or resize the existing plot.

Resizing should not be possible because its already at maximum. Adding new Plot can indeed be tricky due to fog of war, but I was able to place a few max sized plots with some fiddling.
