Missing systems in system selection UI?

Hi,

why aren't all systems displayed in the system selection when adding this order?

E.g. Path To Profit cannot be added, and it is not blacklisted in any way in global orders.

Should there be a scrollbar there, or am I missing something other obvious thing here?

Perhaps resources probes are required in the system for the system to show up in the UI?
