At best it is not on the go, as you have to exit X4 for the cloud syncing to happen between your Machine and Steam. Then close Steam on the "Source" and open it on the new system you want to run.
All this supposing that the current version of Steam has no problem supporting Cloud in both Windows and Linux...
P.S. The majority of the player base the first thing they do is disable Steam Cloud for X4 as the big saves cause delays and also can be corrupted causing saves to be considered as modified easily, since once you start X4 the Steam Cloud content will overwrite the same name save in your computer...
