5.10 Formation-keeping inhibits receiving attack orders - improved in future update

This is a custom start to reproduce formation bugs, hence the game considers it 'modified' but no mods are active.

First save: "spawned in some Xenon with encounters, and some of the ships moved to attack while others didn't. They're all in the same 'attack for' group. I think the ones that were slightly further behind in the formation when the order was generated were stuck trying to catch up, despite being right there where combat is happening."

Second save: "the formation once again inhibiting an attack order from going out. A single enemy attacker dies, then 1/6 escorts is sent on to attack another enemy by itself while the rest manoeuvre."

On replication: I'm moving this fleet around by dragging a defend position order, because in regular play this keeps the idle fleet from letting its escorts be killed without responding. The lead ship (Minotaur) often arrives first and engages an enemy while some or all escorts are still trying to get into formation. This appears to be when they miss the order to attack. However, as far as I can tell, no further order goes out to them until the Minotaur selects a new target, often leaving them idling around the lead ship during active combat. Sometimes they also miss the subsequent orders.
