Welfare 1
Does anyone known how to trigger the start of the Welfare 1 quest line?

I'm not 100% these are all the requirements, I only recently had this pop up in my research screen:
- Have HQ
- Bal wasn't involved
- Have a station with population (and probably manufacturing too) -Not sure if the HQ counts
- I've started but not finished any of the Avarice plots

Welfare 1 is part of the base game and not tied to any DLC.
Welfare 2 is part of the Tides of Avarice DLC.
I think the trigger condition is having some workforce in a habitat and waiting a while. Not sure if the HQ needs workforce or not. Having completed ship mod research such as to unlock engine and chassis mods might also be a requirement.

Thanks for the info, I wasn't aware that Welfare 1 wasn't part of the DLC.
My HQ doesn't have any workforce, so we can rule that out as a requirement. The NPC that visited me was a Teladi, I'm not sure if it's a coincidence that I only have a Teladi workforce. (Though I think it's unlikely that the Devs would gate Welfare behind a specific race's workforce)
As far as research goes, I have unlocked teleportation up to mass-teleportation 2, all ship mods and blueprint stealing.
