Reen Omara live actor or computer?

I'm playing the HAT campaign and can't help but notice how weird Reen's voice-acting is, especially compared to Dal when they converse. The accent and pronunciations are wrong all over the place. Is Reen (the woman leader) basically the computer just gluing together pre-recorded words into a sentence instead of an actual voice-actress reading these sentences? Or is her accent an intentional thing to signify it's not her mother tongue?
