Northriver etc.

I started this game again earlier this year and early on in the game I encountered the guy in Windfall asking for help but I ignored him at the time. Since then I have completed several plot missions including the Pirate one with Maestro. Does this mean I have blown my chance of getting the Northriver one?

The plot starts on entering Avarice for the first time. The guy in Windfall is just a bread crump and can be ignored.

I found a Teladi floating in his spacesuit, picked hum up and that triggered the plot. Thanks for the info.
