It is far more likely that the Rattlesnake harassed the trader first (the AI trader then unwisely not dropping cargo and going onto attack rather than fleeing), than that the trader was on patrol per the title.
I think the real issue here is that the Marauder is still shown as ARG after the harassment and so the trader will not be helped by any authority ships.

There is Trader TLN-037 in Zyrath Dominion X on patrol duty. There's also miner like that in same sector. Also in this save there are Rattlesnakes and Raptor with no weapons or shields.

The reason I questioned the 'on patrol' issue in the OP's case is that TEL (even when patrolling) have no (vanilla) reason to attack ARG unless already provoked somehow. Miners would be a different issue as they don't get harassed by pirates.
As an aside, I have noticed that the NPC ships that you rescue from minefields in station missions can end up with explore or patrol orders, and that can include some unlikely ship types for those roles.

Sorry I don't have a savefile - I capped it a while back for giggles, and posted because someone on the Discord said it sounded like a bug.
After the Rattlesnake (actually a FRF one in disguise a few sectors away) died, it went back to a Patrol status.

Beta 3. Another similiar situation. This time 3 TEL Guillemots are set to automine around my HQ.
