walking around causes footsteps to keep playing even standing still, transporting to a ship ,flying sound keeps playing ,reset sound card in game options fixes until start walking again .

Not sure it's the walking sound, or part of it. It's subtle, but it looks like a low frequency SFX loop of some sort (better shut up music to notice it). But true it triggers after walking in a ship, however, I noticed that it removes itself when teleporting on a station. I think as soon as we are teleported to it, but the station sound being a bit loud, I'm not sure it's removed at that point. So I did not walk, just used the elevator where I am teleported to to go to a quieter place, and the sound is really gone.

Yeah, it's definitely part of walking SFX. I hear it a bit when walking on station and stop (probably intended to be a subtle noise of the suit fabrics). But then it stops once finished. The problem is that it does not stop after walking in ships only, looping indefinitely until TP to a station (and maybe other ways to stop it).
It's quite annoying.

Correct its not footsteps ,but is part off the walking sound ,like a rustle paper.the times it does work after stop walking there is a second delay. Yes, it's the "rustling cloth" sound rather than the footsteps. There should be a fix for this in the next update.

Can you give some more details? I tried opening the map while running around and the sound correctly stopped every time.

try opening map from this save or walk to transporter room and open the docking evlevator menu .

That save did the trick! You had to be in a ship that is rotated relative to the sector! Will finally be fixed for real in an upcoming update
