[6.0 RC3] SCA Terraform quest completion issue

Just completed the "Luxury housing" and started a second arcology, but the question progression in the terraforming status window does not consider Luxury housing to be completed (still in red, whereas the other ones I completed are correctly in green). Nor does it update over time. Nor did I get a sound notification of the quest updating to the next stage.

- Luxury housing states "Times completed: 1"
- All Luxury housing conditions are green (I could find a lot older issues with atm. pressure, but that's not an issue/mentioned here - only using sunrise flowers and local flora)

Don't have the resources to complete Arcology 5 times, so I can't check whether the quest status is wrong, or the entire quest is broken.
