[#1440][6.20 beta 8] Xenon is rofling by reconstructing Power plants

6.20 beta 8, no mods.

As I was asked there is save file for the issue. In a few minutes Xenon will put Power plant for dismantling in Hatikvah's Choice III for no reason. After a while AI also will put a plot for new Power plant somewhere in the sector.
Its common issue and happens basically in most of Xenon sectors.

Btw, in Matrix #9 you may observe a result of that dumb behavior. No Power plant and useless station plot instead. And NO - factory wasn't destroyed. I've personally seen how AI dismantled their only source of Energy cells.
