Is it intended behavior then that the player is awarded a Police bounty for destroying enemies that are (only) hostile in border sectors?

For instance, I spent a bit of time in Aladna Hill, an Argon border sector. Argon NPC police and military actively target and destroy Paranid ships trying to make a run through (intended), and leave Split ships alone (intended); but the player is awarded a Police bounty for taking out both Paranid and Split, the latter of which might not be intended?

Additionally: What is the reason I gain Pirate rep when destroying Split ships in Pirate sectors (even without bounty license)? The factions are neutral to each other, so is it just a special case of "pirates like chaos", or something else?

Right now you can actually get a bounty for every ship thats not friendly with the faction.
If you go and kill a OTAS ship in a teladi border sector you actually get a bounty.
However if you kill it in a core sector it *might* call for help and you will have a teladi M2 opening fire on you.
