Rhonkar's Trial

has two beam weapon factories but they are also starved of food.
I was tearing my hair out until I realized... wait I can just send in 1 agent to get my rep back to barely neutral, dump a bunch of resources, get a couple of weapons for that, and repeat the process if necessary once a few days.

I hate building my own factories because then it's just a boring seta wait. Prefer to work within the eco system of the universe.

I find beam weapons with Paranid Trading Docks (barter and black market) frequently. There just full price, maybe a little more .
