I told Terrans, that Yaki are not a threat.
I destroyed the amplifier.
Now, theoretically, the Heart for Pirates should start, but it didn't.
There is one Reddit post, though, that says, that additional condition for Heart for Pirates to start is having PHQ completed, and Hatikvah plot completed. Is that true?
Do I need Hatikvah plot completed to start Heart for Pirates?

Can't say I've ever explicitly tried without it, but I think that it does, just because I'm not sure who would give you the quest if you hadn't done that.

I'm playing with Terran Cadet start and I got the quest from Terran representative (forgot her name) far before even reaching Hatikvah sectors. It was a continuation of quest chain that leads to Seagaris pioneers.

That's the thing though, it makes no sense for that character to give you the quest to help Yaki. Their involvement has likely ended there. The character who I think suggests it wouldn't be available to you without PHQ and HAT done.
